The Third Phase Program of Strengthening Community Policing in Albania (SCPA) is a program funded by the Swedish Government in the framework of the Strategy for Sweden’s reform cooperation with the Western Balkans and Turkey for the period 2021–2027, managed by the Swedish Agency for International Development Cooperation (SIDA) and implemented by Cowater International Sweden AB. Phase III of the SCPA Program began implementation on June 20, 2024 and is expected to last five years, i.e. until June 19, 2029.
The program is designed to support and assist the main law enforcement agencies in Albania, in particular the State Police (SP) and the Ministry of Interior (MOI) as the main beneficiaries of the program. In addition, the program provides technical assistance and support and collaborates with local governments, civil society organizations and non-governmental organizations throughout the country. During its implementation, the Program will cooperate closely with other relevant institutions such as the Ministry of Health and Social Protection, the Ministry of Education and Sports, the Ombudsman and relevant academic institutions.
The program will be managed by the Program Management Team (EMP), composed of international and national experts in the field of policing. The EMP will be responsible for the coordination and operational implementation of the program. The team’s previous professional experience, knowledge, capacities and qualifications both in joint work and with the program will uniquely contribute to the implementation of the lessons learned in the third phase, thus leading to the successful implementation of the program. The Program Management Team will support the implementation of the activities agreed in the Program Steering Committee (PSC) and detailed in practice with the Albanian State Police in the Joint Working Group (GPP), which consists of PSH specialists- ASP specialists (from the ASP and at the level of Local Police Directorates/Police Commissariats) and EMP experts.
The general objective of the Program is to provide assistance and technical support with the aim of achieving improved trust and partnership between the police and the community, thereby contributing to safer neighborhoods. Throughout its implementation, the Program seeks to increase public confidence in the police by encouraging communities to engage more actively and feel assured that their needs related to safety and public order are addressed. The Program will support and encourage changes in behavior and work culture within the police at various levels, fostering a mindset and trust from the public/citizens in order to promote a robust community policing approach.
