Ansi Shundi

Program Manager (Team Leader/TL)
Ansi Shundi is a former Albanian civil servant with over 20 years of experience in designing and implementing reforms in public administration, good governance, human resources management, and capacity development. He has 16 years of international expertise working on reforms across the Western Balkans, particularly in Kosovo, Montenegro, and North Macedonia, focusing on management procedures and processes. Additionally, he has been involved as a long-term expert in Ukraine, Armenia, Georgia, and Moldova. Ansi has extensive experience as a Team Leader on complex projects and has been engaged in both previous phases of the program, initially as a Performance Management Expert and subsequently as the Program Team Leader. He has played a key role in implementing the community policing philosophy, enhancing management tasks, and supporting strategic planning as well as Monitoring and Evaluation activities.
Ulrich Dugas

Ulrich Dugas

International Police Advisor (IPA)
Ulrich Dugas, a former Inspector General in the German Police, has over 25 years of experience in police management and reform, anti-corruption, and law enforcement. He has provided strategic consultancy to government institutions across the Western Balkans, including Albania, Bosnia and Herzegovina, and Kosovo. With more than 30 years of experience in community policing, Ulrich led the implementation of the Integrated Border Management Strategy in Bosnia from 2011 to 2013 and supported the Ministry of Internal Affairs in Georgia in linking police practices with investigative capacities through change management. He has extensive experience in crisis management in Yemen, Jordan, and Palestine. In the program’s second phase, Ulrich served as a Monitoring and Evaluation Expert and International Police Advisor, providing crucial support in strategic planning and performance assessment, as well as training police officers in community policing.
Eldisa Zhebo

Eldisa Zhebo

Monitoring and Evaluation Expert (M&E Expert)
Eldisa Zhebo is a Monitoring and Evaluation (M&E) expert with over 24 years of experience in Albania and the Western Balkans. She has collaborated with various donors, including the EU and UN agencies, to enhance governance, public safety, and community policing. Since 2014, Eldisa has contributed to the SCPA Program, leading the evaluation of the National Public Order Strategy 2015-2020 and drafting the Cross-Sectoral Strategy for Community Safety 2021-2026, along with its Action Plan 2021-2023. She has prepared Community Safety Measurement System (LSMS) studies and developed Public Satisfaction Surveys for the Police, proposing reforms to improve police services. Her M&E expertise has been essential in aligning Albania’s M&E frameworks with national police and community safety strategies, meeting international development standards through collaboration with the State Police, Ministry of Interior, and other stakeholders.
Miranda Fishka

Miranda Fishka

Grant Scheme Manager
Miranda Fishka manages the Grants Scheme, monitors and reports on the compliance of the Grant Scheme projects pursuant to the SCPA Programme and /SIDA requirements, including assessment of the progress and adherence to programme objectives. She has more than 10 years of experience as Grants Scheme Manager with SIDA, having managed projects of both Phase 1 and Phase 2 with the Albanian State Police. Miranda has been involved in establishing and developing the Grants Scheme Component from the very beginning and oversees every part of the grant award process for the CSOs ensuring that this process is transparent and accountable. She is well-versed in applying financial standards when supervising the implementation of grants, to ensure that Grants Scheme projects are conducted in a sustainable way. Besides her experience with SIDA, she has a solid experience in project management for local and decentralized government, civil society and other international organizations in the area of governance, human rights, social development and transparency. She has also been engaged for many years as lecturer at the Polytechnic University of Tirana.
