On July 30th, 2025 SCPA Program organized its 2nd Steering Committee meeting with participation from various stakeholders. The SCM was cochaired by Mr Rebani Jaupi, Director of the Public Order and Security Department at ASP and Ms Linda Gjermani, Program Manager at the Embassy of Sweeden. The meeting was attended by stakeholders from ASP management in the area of public security and police training, representatives from the Ministry of Education and Sports, Ministry of Health and Social Protection, Civil Society Support Agency and Association for Local Autonomy. ASP Director Mr Rebani Jaupi mentioned that ASP as the key beneficiary of the SCPA Program remains committed to implement the community policing philosophy and ensure cooperation with the community to increase security. ASP has been actively engaged in the program activities and has discussed their implementation step by step. ASP is pleased to see that other actors from state institutions, local government and civil society have also been involved in the activities’ implementation since the goal of community policing is for these actors to cooperate, in order contribute together to the increase of security in our communities. Ms Linda Gjermani, mentioned that the Government of Sweden remains committed to support ASP in the development of areas of public security and community policing. She added that the Progress Report is a reflection of the SCPA program achieved outputs in all its components during its 3rd third phase. SCPA Program has addressed the beneficiaries needs and updated the respective approaches. The SCPA Program implementation functions well as a result of the excellent cooperation of its key beneficiary the ASP. Mr Andi Shundi, SCPA Program Management Team Leader elaborated on the progress made to date in the framework of the implementation of the work plan activities during the second semester and also focused at the foreseen activities to be implemented in the forthcoming semester. Program stakeholders carried out disunions as regards implementation of program activities in view of interinstitutional cooperation and coordination. The meeting concluded with the unanimous approval of the SCPA 1st Progress Report. All stakeholders expressed their appreciation for the fruitful and successful cooperation with the Program and expressed their willingness for further cooperation and engagement.
Training of the Community Policing Officers Educators – Tirana LPD
In the framework of SCPA Program work plan activities, PMT organized a two-day training , on 29-30 July 2025, addressed to the newly appointed CPO Educators of Tirana LPD. The training focused on objectives and activities as per their roles and exchange of experiences and knowledge gained during their exercise of duty. Emphasis was also given to the online Facebook forum as a mean of communication to raise awareness on youth education. The first day of the training focused on the analysis of the work carried out by the CPO Educators in terms of the community policing and their contacts with the youth in schools while delivering various awareness campaigns focusing on youth safety. The second day of the training focused on the proactive measures to be taken through awareness campaigns and community policing to prevent and fight against use of drug precursors by youth and encourage respect of traffic rules and increase of road safety. In addition, the training included a communications module to equip new CPO Educators with foundational communication and presentation skills to ensure consistency and quality in awareness activities conducted in schools. The training was organized through practical scenarios and role-plays which aimed to strengthen the ability of CPO Educators to design and deliver impactful awareness campaigns, tailored to youth audiences and also have a friendly approach towards youth to ensure their safety.
Grant Scheme Activity – Community Safety – Kukes
On July 23rd and 24th 2025, the NGO “Social Center for Helping People in Need” (QSNNN) organized the third and fourth meetings with representatives of the women and girls’ community in Iballe and Fierze, in the framework of the Project “TRUST/BESO: Together we act for the Security of our Community!”. The main goal of these activities was to raise awareness and strengthen the trust of women and girls of the community towards the State Police. By encouraging dialogue and mutual cooperation, the activity aimed to strengthen relations between the community and the police, promoting a sense of security and mutual support. This approach contributes to the creation of a safer, more inclusive and supportive environment for citizens.
Grant Scheme Activities – Road Safety Awareness Activity in Shkodra
On 23 July 2025, together with the coordinators of ‘EKO Mendje’ and the educators of the “1 Qershori” kindergarten, we organized an educational and entertaining activity with the children of this institution: a “treasure hunting game” with a road safety awareness theme. The children, dressed as traffic police or as road signs, actively participated in this game, where the final goal was to reach “home” by following the correct signs. This activity was a beautiful and comprehensive way to educate the little ones on the importance of traffic rules. The post on social networks had a very positive reaction, going viral and bringing congratulations from numerous citizens as well as from the Shkodra Local Police Directorate itself.
Workshop on Community Policing and Public Order Statistics Framework
SCPA PMT organized the 1st session of the workshop on ‘Public Order and Community Policing Statistics Framework’ on 25 July 2025 with ASP representatives from the public order and safety police structures. The workshop is organized in implementation of the respective work plan activity to elaborate and review the CP and public order statistics framework. Following meetings held at Police Commissariat and LPD level in various regions, PMT was able to discuss on the public order statistics framework and also gather information and documents related to this area for further review. Meetings have also been held at ASP HQ level with relevant public order structures and there has been an agreement to organize two sessions of workshops on the ‘CP and Public Order Statistics Framework’ in cooperation and coordination with ASP relevant police structures. During the first session of the workshop the PMT concentrated on its assessment and findings on the statistics framework. The ASP representatives shared their comments and opinions on the PMT assessment and findings and agreed to follow up with the second session workshop due to convene early September 2025. The aim of the workshops is to improve the public order statistics framework so that it supports more the strategic level decision-making within the police organization.
Grant Scheme Activity – Domestic Violence – Durres
The “Gender, Peace and Security” NGO held its second meeting on July 23rd 2025 with the working group for the Durres area with the participation of representatives from regions 1–4 and the Rrashbull administrative unit. The meeting was attended by social administrators, child protection workers, social workers from the Needs Assessment and Case Referral Unit, psychosocial service workers at health centers, as well as representatives from the Prefecture. The focus of the meeting was the discussion of concrete cases with the aim of addressing needs, increasing access to services for vulnerable categories, the need for community centers in each area, the role and workload of Community Policing Officers in handling cases of violence. The importance of inter-institutional cooperation and the role of the Prefecture as a key link between local and central institutions for addressing the needs of the community were also emphasized.
Grant Scheme Activity – Domestic Violence – Durres
In the framework of the project “Strengthening Cooperation and Interventions for the Prevention and Addressing of Domestic Violence”, the NGO “Gender, Peace and Security” organized an awareness-raising meeting with the community of the Rrashbull area in Durres. The meeting convened at the Rrashbull Multifunctional Community Center, attended by representatives of the Case Assessment and Needs Referral Unit (CANU), representatives from the Child Protection Unit, health center employees, and community members. The discussions focused on the concrete roles of each institution in supporting victims of violence, where participants had the opportunity to address questions and receive detailed information on the services offered. Although the Community Policing Specialist was not present, the role of the police in handling cases of violence was discussed and the importance of inter-institutional cooperation was emphasized. This activity aims to strengthen interaction between institutions and the community to build a safer and more supportive environment for all.
Grant Scheme Activities – Domestic Violence – Shkodra
On July 8, 2025, “Woman to Woman” NGO organized a workshop with members of the technical team of the Referral Mechanism in Malesi e Madhe, Shkodra. During the meeting, the challenges and achievements of the first half of 2025 were discussed through an interactive exercise. The participants addressed concrete cases, emphasizing the effective cooperation with the Malesi e Madhe Police Commissariat, as well as the difficulties related to the frequent reshuffling and threats to employees by the defendants in domestic violence court cases. The important role of the “Woman to Woman” emergency shelter in Shkodra was appreciated as a strong point of support for victims of violence. The employees expressed that there is a noticeable increase in awareness in the community and that women are reporting violence more than before. At the end of the meeting, as a recommendation for future work as well, it was emphasized that the fulfillment of duties by each actor contributes to resolving cases and providing concrete support to victims of violence.
Grant Scheme Activity – Domestic Violence – Fushë-Arrez
On July 9, 2025, ‘Social Center for Helping People in Need’ NGO organized a training for the staff of the municipality of Fushë-Arrez in the framework of the Project “TRUST: Together we act for the safety of our community!”. This activity was held with the participation of the staff of the Social Service Directorate of the Municipality of Fushe-Arrez, the Finance Directorate, the Multifunctional Community Center and the Administrative Units. The purpose of this activity was to train the staff of the municipality so that they are prepared to identify, report and treat potential cases of domestic violence, thus improving the local response to issues of safety and well-being of the community.
Grant Scheme Activity – Gender Based Violence – Fushë-Arrëz
On July 8, 2025 the NGO “Social Center for Helping People in Need” (QSNNN) organized a meeting with community representatives (women and girls) in Fushë-Arrëz in the framework of the Project “TRUST: Let’s Act Together for the Safety of Our Community!”. The purpose of this activity was to familiarize women and girls with the police services and other local institutions regarding victims of gender-based violence as well as preventive measures against domestic violence. The activity aimed to strengthen relations between the community and the state police by encouraging dialogue, cooperation for security and a sense of mutual support.
