Grant Scheme Activity – Domestic Violence – Tirana

Understanding one’s rights and the concrete avenues for seeking protection was the focus of an information session organized on 7th October 2026 by the Institute for Strategic Development (IZHS), in collaboration with the Directorate of Social Protection and Inclusion of the Municipality of Tirana, at the “Të Qëndrojmë së Bashku” (Standing Together) Community Center in Kombinat, Tirana.

The event marked the conclusion of a series of community meetings held as part of the project “Decision-Making that Protects: Strengthening Police Response and Professional Standards in Handling Domestic and Gender-Based Violence.” These meetings aim to bring information regarding rights, legal safeguards, and protection services closer to citizens, while simultaneously raising awareness about the prevention and reporting of violence.

The session focused on the key provisions of Law No. 11/2026, “On the Prevention of and Protection Against Violence Against Women and Domestic Violence,” as well as the mechanisms available to protect and support individuals facing violence. Discussions centered on identifying forms of violence, reporting procedures, protection measures, and institutional responsibilities regarding case handling and referral. Special attention was paid to access to social, legal, psychological, and health services, including emergency support options. Through practical examples and dialogue with participants, the steps for seeking help were clarified, as was the importance of timely intervention and coordination among responsible institutions.
