On 10 March 2026, a meeting was held at the premises of the Shkodra District Prefecture within the framework of the SCPA Programme’s partnership with the organization ‘Woman to Woman’, a grantee supporting the Local Councils on Public Safety (LCPS) in the region.
The meeting was held under the leadership and initiative of the Shkodra District Prefect and with the presentation of the SCPA Program expert, who presented the legal framework and practical aspects of the functioning of the LPSC.
The meeting was attended by representatives of the Shkodra Prefecture, deputy mayors and staff from the district municipalities (Shkodra, Malesi e Madhe, Vau i Dejës, Fushe Arrez), representatives of the State Police and the Municipal Police, as well as representatives of civil society organizations and other local institutions.
The discussion focused on the introduction of the new legal framework for the LCPS, the roles of the prefect and municipalities, the composition and functioning of these councils, as well as the importance of inter-institutional coordination in addressing community safety issues.
This activity served as a concrete step towards the effective functioning of the LCPS and strengthening cooperation between local institutions, in line with the community policing approach.
