The “Gender, Peace and Security” Organisation organized an awareness-raising meeting on 5th December 2025 at the “Beqir Çela” Vocational High School, with the participation of representatives of the Durrës Local Police Directorate, the school’s psychosocial staff, the Needs Assessment and Referral Unit (NARU) of unit no. 6, as well as representatives from the Center for Protective and Empowering Services for Children and Families. The discussion focused on prevention and protection from digital violence, with an emphasis on recognizing the signs of violence on social networks and ensuring personal online protection. Concrete cases of the consequences of digital violence on young people were shared with the students by the police representative and the NGO’s staff, to convey the message and emphasize that digital violence is real-life violence. Education and awareness are important steps towards a safer and more informed community!
Awareness-Raising Event on 16 days of Activism against Gender Based Violence- Shkodra
An awareness-raising meeting with youth took place on 3rd December 2025 at the “Sherif Hoxha” high school in Koplik, Malësi e Madhe, by “Woman to Woman” organization in the framework of the SCPA Program Grants’ Scheme, and as part of the 16 Days of Activism against Gender-Based Violence Campaign. The activity aimed to provide students with a broader understanding of community policing and their role in increasing safety. During the meeting, first-year students were introduced to the principles of community policing and then worked in groups to analyze situations related to conflicts between youth, school safety, online hate speech and perceptions of the police. They identified key actors for managing these situations and proposed concrete forms of cooperation between the school, parents, the police and the young people themselves. The students’ reflections showed high engagement and awareness: some emphasized that small actions can bring real change in the community, others expressed that open communication makes it easier to find solutions, while some raised concerns that thoughtless comments online often aggravate the situation, underlining the need for education on online behavior. Students also expressed interest in practical training with the police and regular dialogue opportunities within the school.
Awareness Event on ‘16 days of Activism against GBV and Digital Violence’
With the initiative of the Ministry of Interior and with the support of the Swedish Programme: ‘Strengthening Community Policing in Albania’ (SCPA), a special awareness event was organised on 5 December 2025 in the framework of the 16 Days of Activism against Gender-Based Violence. The event brought together representatives from Albanian law enforcement agencies such as the Ministry of Interior (General Directorate of Development for Migration and Asylum), Albanian State Police (Public Safety Department and Directorate of Cyber Crimes Investigation), CVE, Tirana Municipality and other public institutions, civil society organizations (Woman to Woman’ Organisation as SCPA Programme grantee), and international organizations (UN Women, UNDP, UNCHR, OSCE, IOM and Delegation of EU to Albania) united in their commitment to prevent and eliminate digital violence against all women and girls. Key discussions focused on strengthening interinstitutional cooperation to identify, prevent, and respond to online violence; Addressing online abuse, cyberstalking, and other digital threats targeting women and girls; Enhancing legal protections and improving the new Criminal Code to better address online bullying, stalking, and psychological violence; The responsibility of technology companies to create safer online environments. The Minister of Interior emphasized the fact that such common battle may be won through awareness, education, respect and the language we choose to use in the digital space.
Training of the General Patrol Officers and Command and Control Room Staff on Community Policing Implementation – Vlora Local Police Directorate
On 03-04 December 2025, third group of General Patrol Officers and Command and Control Room personnel from Vlora Local Police Directorate participated in the training delivered by SCPA PMT at Vlora Local Police Directorate premises. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. In addition, they were presented with situations/practical exercises to be handled with and solved by them as they work in groups with the aim of providing measures to be taken proactively in order to implement the CP elements. Special attention was given to the theoretical and practical treatment of cases of Domestic Violence. In order to provide a comprehensive training module on CP SCPA cooperated with Coordination Center for Countering Violent Extremism (CVE), whose experts provided interactive lecturing on Countering Violent Extremism. Best EU practices on CP philosophy implementation were shared with the ASP officers. At the end of such training the ASP officers are able to enhance their knowledge and capacities on implementation of CP.
Awareness-Raising Event on 16 days of Activism against Gender Based Violence – Elbasan
The Elbasan Women’s Forum, on November 25, 2025, started the 16-day campaign against gender-based violence in “Gensher” Square together with the Police Commissariat, Municipality, Health, Education and other local member institutions of the Coordinated Referral Mecahnisms of the Municipality of Elbasan. During the activity, leaflets and other awareness-raising materials on gender-based violence were distributed to citizens and they were informed, especially about digital violence. This activity was carried out within the framework of the project “Partnership between the State Police, local actors and the community regarding Domestic Violence and Gender-Based Violence, in the Elbasan Region”, supported by the “Strengthening Community Policing in Albania” (SCPA) program.
Cybercrime and Cyberbullying
The “Strengthening Community Policing in Albania” (SCPA) Program, in collaboration with the Cybercrime Investigation Directorate of the Albanian State Police, held a training on “Cybercrime and Cyberbullying” on November 25 and 27, 2025, with two separate groups of CPOs Educators. The training was interactive, where the head and experts of the Cybercrime structure shared their professional knowledge and experiences on online security. Participants had the opportunity to be be informed and openly discuss concrete cases of cybercrime and cyberbullying, as well as effective ways of responding and reporting to the law enforcement structures. The aim of the training was to increase the capacities of the CPOs Educators, equipping them with the necessary knowledge to act as trainers and key factors in informing and raising awareness of youth in schools and communities on the risks of the digital space. This initiative aims to strengthen online safety and increase the protection of young people against cyber threats.

Grant Scheme Activity – LCPS and Public Safety – Fier
On 11 November 2025, ‘Epoka e Re’ (New Era) NGO, in the framework of the SCPA Program grants’ scheme, organised the recurring workshop in the Municipality of Mallakastra with the participation of the managers of the Directorates of Education, Social Services, Civil Emergencies, Municipal Police and Infrastructure, as well as with the presence of the Deputy Mayor of the Municipality Ms. Etilda Disha and representatives of the Mallakastra Police Commissariat. The findings of the study on public safety were presented at the meeting and the concrete problems that the municipality has encountered during this period were discussed. The workshop serves as a preparatory phase for the next meeting of the Local Council on Public Safety (LCPS), strengthening cooperation between institutions for a safer community.
Activity from the Grants’ Scheme – Domestic Violence – Fier
The National Center for Community Services (NCCS), a grantee in the first round of the grants’ scheme, organised on 7–8 November 2025 in Portëz, Fier, the first two-day training in the framework of the project “Increasing the efficiency and quality of service for victims of DV and GBV.” This training was dedicated to women and girls, providing them with practical knowledge and skills for employment, professional development and economic independence, a concrete step towards women’s empowerment and their active inclusion in the community. This activity was held in the framework of the project “Increasing the quality of service for victims of GBV” which is being implemented by the NCCS NGO, a grantee in the first round of the Grants’ Scheme.
