The Road Safety Board, as part of its road safety awareness activities, held four information sessions at the “Myslym Keta” high school on 11th, 12th and 13th May 2026. The activities focused on raising awareness among young people about road hazards, behavioral norms and the importance of respecting road traffic rules. One of the main topics of discussion was increasing civic awareness and rejecting illegality on the road. It is a fact that some high school students use vehicles without a driver’s license, which constitutes a serious concern for road safety and a shared responsibility for the community, family and institutions. During the conversations with the high school students, it was emphasized that the failure to react to violations of the law and the failure to raise concerns by the student community or parents themselves creates tolerance for dangerous behavior on the road. There was extensive discussion on the importance of strengthening community policing and the need for every citizen to be held accountable for the illegality they encounter on the road. The activities developed by the RSB continued from the classroom to the school yard, where a practical simulation of the use of a seat belt was carried out. The activity then continued in the field, where the students themselves, in the role of road safety volunteers, had the opportunity to identify various violations and raise awareness among citizens through “symbolic fines” prepared by road safety volunteers. This practical interaction created an active involvement of young people in road safety issues and conveyed the message that respecting the rules is not only the responsibility of institutions, but also of the community itself.
Workshop on HELP4U Platform to Strengthen Child Protection
On 14–15 May 2026, the Cyber Crime Investigations Directorate, Albanian State Police, supported by SCPA Programme and in cooperation with EUROPOL, organised the workshop on ‘HELP4U Platform’ in ASP HQ, in the framework of the EMPACT OAP 2026–27 initiative on combating the fastest-growing crimes in the online sphere. The workshop brought together representatives from law enforcement authorities, hotlines, helplines, child protection organisations, experts, project partners from Albania, School Security Officers, Social Workers, Psychologists and Community Policing Officers working with youth in schools and EUROPOL and CENTRIC experts. During the two-day event, participants discussed the development and future implementation of the HELP4U platform, aimed at providing personalised support and information to victims of online harm. The agenda included presentations on the project vision, platform demonstration, discussions on project workstreams, and interaction focused on strengthening cooperation and improving child protection mechanisms in the digital environment. The workshop also served as an opportunity for networking, exchange of expertise, and strengthening partnerships between institutions and organisations working to protect children from online risks and exploitation.
Training of the General Patrol Officers and Command and Control Room Staff on Community Policing Implementation – Shkodra Local Police Directorate
On 13-15 May 2026, the first group of General Patrol Officers and Command and Control Room personnel from Shkodra Local Police Directorate participated in the training delivered by SCPA PMT. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. In addition, they were presented with situations/practical exercises to be handled with and solved by them as they work in groups with the aim of providing measures to be taken proactively in order to implement the CP elements. Special attention was given to the theoretical and practical treatment of cases of Domestic Violence. In order to provide a comprehensive training module on CP SCPA cooperated with Coordination Center for Countering Violent Extremism (CVE), whose experts provided interactive lecturing on Countering Violent Extremism. Best EU practices on CP philosophy implementation were shared with the ASP officers. At the end of such training the ASP officers are able to enhance their knowledge and capacities on implementation of CP.
Grant Scheme Activity – Coordinated Referral Mechanism – Fier
In cooperation with the Directorate of Social Protection and Gender Equality Policies at the Ministry of Health and Social Protection, as well as in the framework and with the support of the SCPA Program, the “Meeting of the network of members of the Coordinated Referral Mechanism (CRM) in the municipalities: Fier, Lushnja, Divjaka, Patos, Roskovec, Mallakastra” was held on 13th May 2026 in Fier. This activity brought together members of the CRM from the respective municipalities, providing an opportunity to get to know and be informed about Law No. 11/2026, “On Prevention and Protection from Violence against Women and Domestic Violence”, as well as for the exchange of best practices, discussion on the role and importance of community policing, as well as the challenges encountered in the treatment of survivors of violence.
Grant Scheme Activity – Cyber Security– Korca
On 12.05.2026, the “Unë, Gruaja” NGO held an awareness-raising activity at the “Skenderbeu”, Maliq gymnasium, on cyber security and digital violence among young people as part of the project “Preventing domestic violence through institutional coordination”. The activity was attended by students, representatives of the Child Protection Unit, pedagogical staff and representatives of the local police such as the Zone Police Officer and the Judicial Police Officer, discussing online bullying, safety on social networks, protection of personal data and the importance of reporting cases of violence. During the discussions, the need for more information and awareness on the dangers of the online space was highlighted, as well as the importance of cooperation between school, family and institutions for the protection of young people.
Grant Scheme Activity – Youth and Road Safety – Tirana
Since May 4, 2026, the Road Safety Board, in the framework of road safety awareness activities, held 5 training sessions with 5 high school graduates’ groups of the “Myslym Keta” High School in Tirana. The activities focused on increasing youth awareness of road hazards, behavioral norms and the importance of respecting road traffic rules. During the sessions, the high school graduates were introduced to the situation of road accidents in Albania, the main causes and factors that influence their occurrence, such as speed, alcohol use, lack of driving experience and failure to wear a seat belt. The students also received information on safe driving, legal penalties in case of driving without a driving license, as well as the consequences of irresponsible behavior on the road. One of the most important topics was the use of seat belts and the effects of the law of inertia in the event of an accident. Through concrete examples and demonstration videos, the graduates were informed that at the moment of the collision the body continues to move at the same speed as the vehicle. When the person is not wearing a seat belt, he flies forward, colliding with the glass or getting out of the vehicle. The forces of inertia and the energy of the impact cause the body’s weight at that moment to multiply, reaching a striking force equal to the weight of an elephant, which leads to fatal consequences. An important part of the activity was also the practical experience with the seat belt simulator vehicle. The students tried to simulate an accident with a vehicle overturning, where the car rotated 360 degrees. During this demonstration, it was clearly proven that using a seat belt keeps the body fixed in the seat and significantly increases the chance of escaping an accident without serious injuries. At the end of the activities, it was emphasized that the seat belt should not be used only because it is a legal obligation and sanctioned in the Road Code, but because it is a vital tool for protecting life. A very practical and interactive part of the activity was the demonstration with the KRS simulator vehicle, through which young people had the opportunity to experience firsthand the vital importance of using a seat belt while driving.
Grant Scheme Activity – Bullying and Youth– Kukes
The Center for Youth Progress held an information session on 10th May 2026 with students and teachers of ‘Qazim Shehu’ school, Shtiqen in Kukes with a focus on increasing knowledge and skills for early identification of bullying cases, on digital safety, reporting, etc., within the framework of the project ‘Together for Safety – Police, School, Community’. Students took part in dynamic activities such as ‘Debate Line’ (pros and cons), where they critically analyzed online behaviors, and ‘Privacy Circle’, to understand the limits of their data security. Through open discussions on bullying and digital safety, young people identified concrete steps for reporting and the importance of being supportive in their community.
Grants’ Scheme Activity – Coordinated Referral Mechanism – Shkodra
On 5th May 2026, the Coordinated Referral Mechanism (CRM) meeting was held in the Malesi e Madhe Municipality, with a focus on handling a case involving a minor in a risky situation. The meeting was attended by institutions responsible for social and legal protection, as well as the organization “Woman to Woman” in the SCPA program framework, which provided technical and legal expertise regarding the implementation of legislation on domestic violence. The case handled belonged to a 16-year-old girl, who had not attended school for two weeks and was in an insecure family situation. During the discussions, concerns were raised about the potential risk of trafficking and the negative impact of the father figure on the safety and well-being of the minor. After a joint assessment of the situation, the institutions agreed to take protective measures, including initiating procedures for a Protection Order and accommodating the minor in an appropriate residential center. The importance of inter-institutional cooperation and continuous monitoring of the case to guarantee the safety and protection of the child was also emphasized.

Grants’ Scheme Activity – Youth Crime Prevention – Fier
On 30th April 2026, an information and awareness-raising meeting on crime prevention among youth was held at ‘Numani’ school in Fier. This activity was carried out within the framework of the project “Public Safety Team 2 – Partner for a Safe Community”, part of the SCPA Program Grant Scheme, implemented by the “Epoka e Re” organizations in cooperation with the Fier Local Police Directorate. The purpose of the activity was to inform and raise awareness among young people about the consequences of violating the law, as well as their and the community’s role in crime prevention. Representatives from the Fier Local Police Directorate and the Fier Territorial Probation Service Branch participated in the meeting. During the activity, the most frequent forms of crime among youth, methods of prevention and punitive measures were discussed. Concrete examples were also brought forward and positive alternatives were presented, such as education, vocational courses, sports and other activities, guiding young people on how to find real opportunities in their community.
