Grant Scheme Activity – Public Safety and Community Policing – Durres

Recent Activities

In the framework of the project “Strengthening Local Mechanisms for Improving Cooperation and Public Safety in Durres Region”, a workshop was organized on June 26, 2025, at the premises of the Durres Local Police Directorate, with security officers from schools of Durres, Shijak and Kavaja and representatives from the Durres Police Directorate. The meeting aimed to discuss current practices and protocols and identify ways to improve communication and response mechanisms in situations related to student safety. The importance of strengthening the role of the security officer as a bridge of cooperation between the school, the State Police and the community was emphasized, and the drafting of an action plan was proposed that will support officers with practical training, simulations, exchange of experiences and drafting protocols for managing cases of bullying, crises, and problematic behaviors. A particular aspect of this commitment is building a positive relationship between security officers and students, through open meetings and awareness-raising activities.

Grant Scheme Activity – Community Policing and LCPS – Shkodra

Recent Activities

The organization “Woman to Woman” held a meeting in June 2025 with social workers and school security officers of the city of Shkodra. This meeting was organized in the framework of the project “Strengthening community policing through support of Local Councils on Public Safety, Referral Mechanisms and community involvement.” The topic of the activity was a discussion on the role of security officers and social workers in securing children in schools, good practices, challenges and the need for specialized training. The lack of a clear emergency response protocol was emphasized, and trust clubs and volunteer groups of students acting as “security patrols” were mentioned as good practices.

Training of the General Patrol Officers and Command and Control Room Staff on Community Policing Implementation – Dibra Local Police Directorate

Recent Activities

On 18-20 June 2025, General Patrol Officers and Command and Control Room personnel from Dibra Local Police Directorate ( Mat Police Commissariat and Klos Police Station) participated in the training delivered by SCPA PMT in the Dibra LPD premises. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. In addition, they were presented with situations/practical exercises to be handled with and solved by them as they work in groups with the aim of providing measures to be taken proactively in order to implement the CP elements. Special attention was given to the theoretical and practical treatment of cases of Domestic Violence. In order to provide a comprehensive training module on CP SCPA cooperated with CVE, whose experts provided interactive lecturing on Countering Violent Extremism. Best EU practices on CP philosophy implementation were shared with the ASP officers. At the end of such training the ASP officers are able to enhance their knowledge and capacities on implementation of CP.

SCPA PMT Informative Meeting with Swedish Embassy Representatives

Recent Activities

On 16 June 2025, SCPA PMT organized an informative meeting with representatives from the Embassy of Sweeden in Albania,  respectively Deputy Head of Mission and Head of International Cooperation Development, Mr Erik Illes and Programme Officer,Ms Linda Gjermani. The meeting convened at the SCPA premises and served as an update provided by PMT on the project activities undertaken and implemented during January – June 2025 in the area of community policing. During the meeting PMT and the Swedish Embassy representatives exchanged information on support provided by SCPA Program to the ASP on basis of the approved work plan activities and relevant findings and recommendations as per each component.  Team Leader Mr Ansi Shundi informed that a  more detailed information on work plan activities implemented would be provided during the forthcoming SCM, due to convene in July 2025.

Grant Scheme Activities – Road Safety – Puka

Recent Activities

“Educating and promoting road safety in childhood, leads to raising responsible citizens of tomorrow” was the theme of the exhibition organized on June 9, 2025 by “Northeastern Woman – Puka” in the framework of the project “Road safety and community policing, in the Municipality of Puka”. In this exhibition, the best graphic and handicraft works of students of the 9-year school “Migjeni” were presented, in which they expressed their feelings and perceptions regarding the initiative in the field of road traffic safety and cooperation with the police. Teachers and students, representatives of the local police as well as representatives of the Swedish Embassy and the SCPA Programme participated in this activity. The best students’ works were awarded with prizes.

Activity from the Grant Scheme – Domestic Violence – Durres

Recent Activities

The “Gender, Peace, Security” Association held an awareness-raising meeting on June 11, 2025 at the Katund i Ri Administrative Unit, Durres. This meeting was attended by Community Policing Specialists, the social worker from the Needs Assessment and Case Referral Unit, the social administrator, representatives from the health and education sectors, as well as members of the community of this administrative unit. The meeting served to discuss several issues related to domestic and gender-based violence – a reality that is still present, closely linked to the patriarchal mentality, the active role of the police in preventing and managing cases, public safety as a foundation for a peaceful life and a healthy community, and the impact of violence on children – from trauma to difficulties at school. An important focus of the meeting was that of the inter-institutional cooperation and fostering of trust between citizens and the institutions that protect them. This activity is organised in the framework of the project “Strengthening Cooperation and Interventions for the Prevention and Addressing of Domestic Violence and Gender-Based Violence through the Functioning of Local Mechanisms and Community Policing”, part of the SCPA Programme Grants’ Scheme.

Grant Scheme Activity – Road Safety for Children – ‘Green Lane’– Shkodra

Recent Activities

Together with the young activists, we went out on the bike lanes, giving safety messages for safe mobility on these lanes. The children, dressed in green vests and with messages written on posters, created a beautiful atmosphere in the city, drawing attention to this initiative. Along the way, we were accompanied by the municipal police and greeted by many passers-by, who congratulated us on the initiative.
