Grant Scheme Activities – Road Safety for Children and Community Policing – Puka

Recent Activities

We also learned road signs. Now we are preparing to participate in the exhibition. Thank you! Activity organized on May 22, 2025, with children from the preschool group at the 9-year school “Migjeni” in Puka. A great pleasure to work with and for the little ones. Activity organized by the organization “Unemployed Northeastern Woman”, in the framework of the project “Children’s road safety and community policing in the Municipality of Puka”.

Training of the General Patrol Officers and Command and Control Room Staff on Community Policing Implementation – Tirana Local Police Directorate

Recent Activities

On 21-23 May 2025, General Patrol Officers and Command and Control Room personnel from Tirana Local Police Directorate participated in the training delivered by SCPA PMT in Police Commissariat No.1 premises. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. In addition, they were presented with situations/practical exercises to be handled with and solved by them as they work in groups with the aim of providing measures to be taken proactively in order to implement the CP elements. In order to provide a comprehensive training module on CP SCPA cooperated with CVE, whose experts provided interactive lecturing on Countering Violent Extremism. Best EU practices on CP philosophy implementation were shared with the ASP officers. At the end of such training the ASP officers are able to enhance their knowledge and capacities on implementation of CP.

Activity from the Grant Scheme – Domestic Violence and Human Rights

Recent Activities

The “Gender, Peace and Security” Association organized, on 22nd May 2025, an awareness-raising meeting with the community of the Spitalla and Porto – Romano, Durres. Domestic and gender-based violence, security, providing public order, human rights and citizens’ involvement were some of the issues brought to attention during the meeting. The zone Community Policing Officer, the Health Center Psychologist, as well as representatives of the community center that provides services to the community were part of this meeting. The meeting served to familiarize with the service-providing structures in the area, as well as to increase the trust and cooperation of the community with these institutions in addressing the cases and needs of victims of violence. This meeting was held in the framework of the project “Strengthening Cooperation and Interventions for the Prevention and Addressing of Domestic Violence”, the implementation of which is supported by the Program’s Grant Scheme.

Activity from the Grant Scheme – Community Policing Strategy– Fushe Arrez

Recent Activities

On May 20th, 2025, the Association “Social Center for Helping People in Need” (QSNNN) Fushë-Arrëz, a grantee of 1st round of the Grant Scheme, in the framework of the Project “Trust: Together we act for the safety of our community!” organized a meeting at the 9-year school of Qebik in Fushe-Arrez. This activity was organised with the participation of students and school staff as well as representatives of the State Police. The main goal of this meeting was to raise awareness and strengthen students’ trust in the police, by promoting dialogue and partnership between them with the aim of improving community safety and raising awareness about the role of the police in society and preventing extreme cases of violence in the Blerim Administrative Unit.

Activity from the Grant Scheme – Community Policing Strategy– Fushe Arrez

Recent Activities

On May 6 and 19, 2025, the Association “Social Center for Helping People in Need” (QSNNN) Fushë-Arrëz, organized the first and second round of consultation on the ‘Community Policing Strategy’ as part of the coordination, support and consultation activities for the drafting of the strategy for the introduction and implementation of the community policing philosophy within the framework of the Project “Trust: together we act for the safety of our community!”. This activity was held with the participation of representatives from local institutions, social services, the Fushë-Arrëz Health Center, and other local stakeholders, as well as representatives from the State Police, civil society, the Multifunctional Community Center, etc. The main goal of these meetings is to promote cooperation and consultations between service providers and local stakeholders for the development and implementation of the Community Policing Strategy, aiming to include all stakeholders in the process and improving the safety and well-being of the community in Fushë-Arrëz.

Grant Scheme Activity on Road Safety – Puka

Recent Activities

Following the implementation of the project “Children’s Road Safety and Community Policing in the Municipality of Puka”, which is implemented by the grantee organization “Unemployed Northeastern Woman”, on 19 May 2025 , educational information sessions were held with students of the 9-year school “Migjeni” in Puka. These sessions aim to improve their knowledge and skills regarding road traffic safety and to educate children to be conscious road users. In addition to the theoretical part, interactive games were also organized with the students and also a novelty for this age group was the practice of cycling road signs.

SCPA Program and ICITAP Program Meeting on support provided to the Albanian State Police

Recent Activities

SCPA Program Management Team had a meeting with the team of the ICITAP Program (International Criminal Investigative Training Assistance Program) at the premises of the SCPA Program on 8th May 2024. The purpose of the meeting was to discuss and share information and experiences of both Programs efforts to support the Albanian State Police in its policing reforms. During the meeting ICITAP Attaché Mr Richard Deasy and SCPA Team Leader Mr Ansi Shundi and other respective team members exchanged information on the trainings provided in previous phase by SCPA Program and the current trainings being provided by both programs. SCPA informed on the current delivery of the training on ‘Implementation of the Community Policing in Practice’ to the General Patrol Officers and Command and Control Officers and ICITAP informed on the current delivery of the training on “Crime Investigation Skills’ to the Community Policing Officers of the Albanian State Police Officers. SCPA Program and ICITAP Program discussed the activities being carried out in support of the CPOs and GPOs structures in order to create synergy and to avoid overlapping of the activities. They shared their opinions on current matters that involve both these police structures in terms of their tasks and responsibilities and relevant curricula and education. In conclusion both programs agreed to coordinate and cooperate in support to the Albanian State Police.

The Embassy of Sweden Pop-Up Event ‘Sweden on Tour’ in Durres and SCPA Programme Participation

Recent Activities

SCPA Programme participated in the pop-up event organized by the Swedish Embassy in cooperation with Durres Municipality on 29 April 2025. The Ambassador of Sweden to Albania, Mr Niklas Ström and the Mayor Durres Municipality, Ms Ermiriana Sako attended the event together with other representatives from Embassies of Sweden in the region and development and business partners. SCPA Programme attended the event together with the relevant grantees and cooperated with Durres LPD public order structures. During the event SCPA PMT distributed visibility materials to the wide public, such as flyers to raise awareness, especially with the youth on fight against domestic violence, road safety, fight against bullying, risks of taking drugs, smoking, drinking alcohol and network safety/cybercrime.  In addition to flyers, PMT distributed visibility folders, pens, notebooks and wrist bands against domestic violence. PMT also engaged the youth attending the event to solve road safety jigsaw puzzles and discussed on the importance of having knowledge on road signs and respecting the traffic rules to ensure road safety. Besides the participants were able to see an accident simulation with a car simulator and together with PMT and public order officers/traffic police officers discussed safe behaviors on the road. This event served to raise awareness on community policing where the cooperation between police and the public is considered as crucial to ensure public safety and order.

Grant Scheme Activities – Road Safety – Durres

Recent Activities

On April 15th  and 16th, 2025  the Albanian Center for Family Development held two educational sessions with students from the “Leonik Tomeo” high school in Durrës, in the framework of the project “Awareness and Engagementy of Youth on Safety and Education”. Through the vehicle simulator, the students experienced firsthand the consequences of a road accident and then discussed with safety experts and representatives from the Durres Local Police Directorate the risks associated with distraction, failure to use seat belts and failure to respect the rules. The activity served as a call for more care and responsibility on the road.

Swedish Support to the Albanian State Police Reform –Meeting between two Swedish Programs funded by SIDA and providing support to the Albanian State Police

Recent Activities

SCPA Project Management Team had a meeting with team of the Swedish Support Program to the Albanian State Police on ‘Crime Scene Investigation and Sexual and Gender-based Violence’. The meeting convened at the SCPA Program premises on 17th March 21st November 2024. Mr Ansi Shundi, SCPA Program Team Leader and Mr Johan Hasselmark, Team Leader of the “CSI and SGBV” Program and other team members present in the meeting from both Swedish Programs shared and exchanged information as regards the respective work plan activities to be carried out from each program in support of the main beneficiary, the Albanian State Police. The aim of the meeting was to discuss and coordinate the activities of each program in order to avoid overlapping of activities between the two Swedish programs. At the end of the meeting both parties agreed to continue their cooperation by keeping each other informed on further programs’ development and implementation.
