Grant Scheme Activity – Youth and Road Safety – Tirana

Recent Activities

Since May 4, 2026, the Road Safety Board, in the framework of road safety awareness activities, held 5 training sessions with 5 high school graduates’ groups of the “Myslym Keta” High School in Tirana. The activities focused on increasing youth awareness of road hazards, behavioral norms and the importance of respecting road traffic rules. During the sessions, the high school graduates were introduced to the situation of road accidents in Albania, the main causes and factors that influence their occurrence, such as speed, alcohol use, lack of driving experience and failure to wear a seat belt. The students also received information on safe driving, legal penalties in case of driving without a driving license, as well as the consequences of irresponsible behavior on the road. One of the most important topics was the use of seat belts and the effects of the law of inertia in the event of an accident. Through concrete examples and demonstration videos, the graduates were informed that at the moment of the collision the body continues to move at the same speed as the vehicle. When the person is not wearing a seat belt, he flies forward, colliding with the glass or getting out of the vehicle. The forces of inertia and the energy of the impact cause the body’s weight at that moment to multiply, reaching a striking force equal to the weight of an elephant, which leads to fatal consequences. An important part of the activity was also the practical experience with the seat belt simulator vehicle. The students tried to simulate an accident with a vehicle overturning, where the car rotated 360 degrees. During this demonstration, it was clearly proven that using a seat belt keeps the body fixed in the seat and significantly increases the chance of escaping an accident without serious injuries. At the end of the activities, it was emphasized that the seat belt should not be used only because it is a legal obligation and sanctioned in the Road Code, but because it is a vital tool for protecting life. A very practical and interactive part of the activity was the demonstration with the KRS simulator vehicle, through which young people had the opportunity to experience firsthand the vital importance of using a seat belt while driving.

Grant Scheme Activity – Bullying and Youth– Kukes

Recent Activities

The Center for Youth Progress held an information session on 10th May 2026 with students and teachers of ‘Qazim Shehu’ school, Shtiqen in Kukes with a focus on increasing knowledge and skills for early identification of bullying cases, on digital safety, reporting, etc., within the framework of the project ‘Together for Safety – Police, School, Community’. Students took part in dynamic activities such as ‘Debate Line’ (pros and cons), where they critically analyzed online behaviors, and ‘Privacy Circle’, to understand the limits of their data security. Through open discussions on bullying and digital safety, young people identified concrete steps for reporting and the importance of being supportive in their community.

Grants’ Scheme Activity – Coordinated Referral Mechanism – Shkodra

Recent Activities

On 5th May 2026, the Coordinated Referral Mechanism (CRM) meeting was held in the Malesi e Madhe Municipality, with a focus on handling a case involving a minor in a risky situation. The meeting was attended by institutions responsible for social and legal protection, as well as the organization “Woman to Woman” in the SCPA program framework, which provided technical and legal expertise regarding the implementation of legislation on domestic violence. The case handled belonged to a 16-year-old girl, who had not attended school for two weeks and was in an insecure family situation. During the discussions, concerns were raised about the potential risk of trafficking and the negative impact of the father figure on the safety and well-being of the minor. After a joint assessment of the situation, the institutions agreed to take protective measures, including initiating procedures for a Protection Order and accommodating the minor in an appropriate residential center. The importance of inter-institutional cooperation and continuous monitoring of the case to guarantee the safety and protection of the child was also emphasized.

Grant Scheme Activity – Digital Violence – Korca

Recent Activities

On May 19, 2026, “Unë, Gruaja/I the Woman” NGO held an informative meeting with first-year students of the Administration and Social Policy and Social Service branches of study, in cooperation with the CPO Zone Specialist at the Faculty of Natural Sciences and Humanities in Korca. The activity was held in the framework of the project “We prevent domestic violence through institutional coordination”. The activity was attended by students, representatives of the association and institutional actors, who discussed the phenomenon of digital violence and its impact on the increase in cases of domestic violence. The most common forms of digital violence, the psychological and social consequences, as well as the cases where this form of violence is most frequently encountered were addressed. The services provided to victims of violence by the responsible institutions, the legal amendments to Law No. 9669, protection from cyberattacks and the importance of internet security were also discussed.

Training of the General Patrol Officers and Command and Control Room Staff on Community Policing Implementation – Shkoder Local Police Directorate

Recent Activities

On 05-07 May 2026,  the first group of General Patrol Officers and Command and Control Room personnel from Shkodra Local Police Directorate participated in the training delivered by SCPA PMT. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. In addition, they were presented with situations/practical exercises to be handled with and solved by them as they work in groups with the aim of providing measures to be taken proactively in order to implement the CP elements. Special attention was given to the theoretical and practical treatment of cases of Domestic Violence. In order to provide a comprehensive training module on CP SCPA cooperated with Coordination Center for Countering Violent Extremism (CVE), whose experts provided interactive lecturing on Countering Violent Extremism. Best EU practices on CP philosophy implementation were shared with the ASP officers. At the end of such training the ASP officers are able to enhance their knowledge and capacities on implementation of CP.

Grants’ Scheme Activity – Youth Crime Prevention – Fier

Recent Activities

On 30th April 2026, an information and awareness-raising meeting on crime prevention among youth was held at ‘Numani’ school in Fier. This activity was carried out within the framework of the project “Public Safety Team 2 – Partner for a Safe Community”, part of the SCPA Program Grant Scheme, implemented by the “Epoka e Re” organizations in cooperation with the Fier Local Police Directorate. The purpose of the activity was to inform and raise awareness among young people about the consequences of violating the law, as well as their and the community’s role in crime prevention. Representatives from the Fier Local Police Directorate and the Fier Territorial Probation Service Branch participated in the meeting. During the activity, the most frequent forms of crime among youth, methods of prevention and punitive measures were discussed. Concrete examples were also brought forward and positive alternatives were presented, such as education, vocational courses, sports and other activities, guiding young people on how to find real opportunities in their community.

On April 17, 2026, an information and awareness-raising meeting on crime prevention among youth was held at the “Jovan Ndreko” Unified School in Libofsha. This activity was carried out in the framework of the project “Public Safety Team 2 – Partner for a Safe Community”, part of the SCPA Program Grant Scheme, implemented by ‘Epoka e Re’ organization in cooperation with Fier Local Police Directorate. The purpose of the activity was to inform and raise awareness among young people about the consequences of violating the law, as well as their and the community’s role in crime prevention. The meeting was attended by representatives from the Fier Local Police Directorate, the Free Legal Aid Service, the Office of the Commissioner for Protection from Discrimination, the Community Policing Officer of Libofsha area, the school’s psychosocial service, as well as teachers and students from the community. During the event, the most common forms of crime among youth, methods of prevention, and punitive measures were discussed. The roles of free legal aid services and of the Commissioner for Protection from Discrimination were also presented. The discussion also addressed ways of identifying cases at risk, the importance of cooperation between the school and the community, and procedures for reporting suspected cases.

Grant Scheme Activity – Youth and Road Safety – Tirana

Recent Activities

On 23rd April 2026 the ‘Curatorium of Road Safety’ Organisation, in the framework of the SCPA Programme Grant Scheme, in cooperation and with the support of the Ministry of Internal Affairs, organised the next information and awareness-raising activity with ‘Sami Frashëri’ high school senior students. This activity was held in continuation of the commitment to strengthening the culture of road safety and educating the younger generations.  It aims to increase the awareness of youth on road safety and respect for traffic rules, placing special emphasis on high school senior students as a generation from which the quality of road behavior norms is expected to increase. During the meeting, the students were informed about the legal restrictions for holders of category B driving licenses during the first two years from its issuance. According to the legislation in force, they are not allowed to drive motor vehicles with a specific power, in relation to the empty mass of the vehicle, greater than 55 kW/ton. For hybrid electric or plug-in vehicles, the allowed limit of specific power is 65 kW/ton, including the weight of the battery. The graduates were also introduced to the consequences of using a vehicle without being equipped with a driving license, becoming aware of the administrative and criminal sanctions provided for by the law. A very practical and interactive part of the activity was the demonstration with the Curatorium of Road Safety simulator vehicle, through which the youth had the opportunity to experience firsthand the vital importance of using a seat belt while driving.

Grants’ Scheme Activity – LCPS & LSMS – Shkodra

Recent Activities

On 17th April 2026 the Local Council on Public Safety (LCPS) meeting was held in the Municipality of Shkodra, where, among other things, the results of the Local Safety Measurement System (LSMS) were presented and an inter-institutional discussion on public safety was encouraged. Representatives from various local institutions, including the police, social services and civil society organizations, participated in the meeting. During the presentation, citizens’ perceptions of safety and the main issues in the community were highlighted. Police representatives emphasized that some phenomena, such as thefts and criminal activity, are decreasing according to official data, while the discussions highlighted the importance of taking citizens’ perceptions into account. In conclusion, the need to strengthen inter-institutional cooperation and the regular functioning of the LCPS was emphasized, as well as continuing the analysis of the findings to improve community safety. The development of the LSMS survey was carried out in the framework of the SCPA Program Grants Scheme and it was implemented by the organization Woman to Woman in the Shkodra region.
