Training of the General Patrol Officers and Command and Control Room Staff on Community Policing Implementation – Korca Local Police Directorate

Recent Activities

On 21-23 April 2026, the second group of General Patrol Officers and Command and Control Room personnel from Korca Local Police Directorate participated in the training delivered by SCPA PMT. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. In addition, they were presented with situations/practical exercises to be handled with and solved by them as they work in groups with the aim of providing measures to be taken proactively in order to implement the CP elements. Special attention was given to the theoretical and practical treatment of cases of Domestic Violence. In order to provide a comprehensive training module on CP SCPA cooperated with Coordination Center for Countering Violent Extremism (CVE), whose experts provided interactive lecturing on Countering Violent Extremism. Best EU practices on CP philosophy implementation were shared with the ASP officers. At the end of such training the ASP officers are able to enhance their knowledge and capacities on implementation of CP.

Grants Scheme Activity – Bullying and Youth– Gjirokastra

Recent Activities

The Antigonea Multimedia Cultural Center held the launching event on 21st April 2026 in Gjirokastra, within the framework of the project “From Awareness to Action: Preventing the Culture of Bullying in Schools and the Community”. The meeting was attended by representatives from the Child Protection Unit (CPU), the Municipality, social services, the State Police, social workers, school security officers and psychologists, reflecting a joint commitment to addressing the phenomenon of bullying. During the event, the objectives and activities of the project were presented, and the importance of inter-institutional cooperation for creating a safe and supportive environment for children and youth was emphasized.

On 14-16 April 2026, the first group of General Patrol Officers and Command and Control Room personnel from Korca Local Police Directorate participated in the training delivered by SCPA PMT. During this training the trainees were introduced to both theoretical and practical exercises and group work by focusing on CP philosophy and implementation of its elements into the daily routine of ASP officers. Grant Scheme Activity – Youth and Road Safety – Tirana

Recent Activities

‘Curatorium of Road Safety’ Organisation, part of the SCPA Programme Grants Scheme, in collaboration with the Tirana Education Directorate and the Albanian State Police, organized on 15th April 2026 the first awareness-raising activity with 12th  grade students of  “Ismail Qemali” High School, with the slogan “I respect the traffic rules.  You do the same!” This activity marks the start of a cycle of initiatives that strengthen the partnership between young people and road safety. The main topics covered were: using the road as a pedestrian, cyclist, motorcyclist and driver, basic principles of road traffic, causes of accidents and their prevention, education and norms of behavior on the road, the importance of seat belts and protective helmets. The students also had the opportunity to experience an accident simulation, understanding in a practical way the vital importance of seat belts.

Grant Scheme Activity – Youth Forum on Public Safety – Elbasan

Recent Activities

The Local Council on Public Safety (LCPS-Elbasan), in cooperation with the Municipality of Elbasan, organized a youth forum focused on public safety and the role of youth in preventing violence. The activity brought together representatives of public institutions, the police, the prosecution, civil society organizations and youth, creating an open space for dialogue and cooperation for a safer community. The forum was also attended by Michel Tarran, Ambassador of the OSCE Presence in Albania, who emphasized the importance of youth engagement in public safety issues. An important moment of the activity was the presentation of the “Report Now” application, developed by TVO organization in the framework of PARTNER project, which is funded and supported by the Swedish Community Policing Programme. This project aims to empower youth in and outside schools to report cases of concern and contribute to increasing community safety.

Grants Scheme Activity – Local Councils on Public Safety – Shkodra

Recent Activities

On 10 March 2026, a meeting was held at the premises of the Shkodra District Prefecture within the framework of the SCPA Programme’s partnership with the organization ‘Woman to Woman’, a grantee supporting the Local Councils on Public Safety (LCPS) in the region. The meeting was held under the leadership and initiative of the Shkodra District Prefect and with the presentation of the SCPA Program expert, who presented the legal framework and practical aspects of the functioning of the LPSC. The meeting was attended by representatives of the Shkodra Prefecture, deputy mayors and staff from the district municipalities (Shkodra, Malesi e Madhe, Vau i Dejës, Fushe Arrez), representatives of the State Police and the Municipal Police, as well as representatives of civil society organizations and other local institutions. The discussion focused on the introduction of the new legal framework for the LCPS, the roles of the prefect and municipalities, the composition and functioning of these councils, as well as the importance of inter-institutional coordination in addressing community safety issues. This activity served as a concrete step towards the effective functioning of the LCPS and strengthening cooperation between local institutions, in line with the community policing approach.

Workshop on ‘Psychological Aspects of Awareness Raising Campaigns’

Recent Activities

On 02–03 April 2026, Community Policing Officers (CPO) educators participated in a training session focused on the psychological aspects of engaging and educating school students during awareness-raising campaigns through respective modules. The training was delivered by SCPA Program PMT in cooperation with ASP Public Order Directorate. The training aimed to strengthen the capacity of CPO educators to better understand youth behaviour, communication approaches, and trust-building techniques when working with students in schools and communities. Participants explored practical methods for delivering awareness sessions in an interactive, respectful, and youth-friendly manner, encouraging active participation and dialogue. Through discussions and practical examples, the training highlighted the importance of building trust between police and young people, using effective communication strategies, and creating a positive environment that supports prevention and community cooperation. By enhancing these skills, Community Policing Officers will be better equipped to conduct impactful awareness campaigns on issues affecting youth, while fostering stronger relationships between the police and the community.

Grants’ Scheme Activity – LCPS & Local Safety Measurement System – Shkodra

Recent Activities

On 18th March 2026, a meeting of the Local Council on Public Safety (LCPS) was held in the Municipality of Vau Dejes, with the participation of representatives of the Local Police Directorate, Education, Civil Emergencies, Health, Food Authority, Protected Areas, structures for the protection of children and victims of violence, as well as staff of the organization “Woman to Woman”. The purpose of the meeting was to review the results of the Local Safety Measurement System (LSMS), discuss the identified problems and increase inter-institutional cooperation to improve community safety. The LSMS results identified the main concerns of the presence of people under the influence of alcohol in public spaces and citizens’ fear for their property, indicating a high perception of insecurity. Participants discussed these data, emphasizing the importance of citizens’ perceptions and the need for further analysis and comparison with official statistics. It was decided that further steps would include detailed analysis of the results, development of concrete plans to address security issues, and active community involvement in decision-making. This activity was considered an important step, as it marked the first functional meeting of the LCPS in the Municipality of Vau Dejes after its official establishment in December 2025, laying the foundations for a structured and sustainable cooperation between local actors.
